SCR: murder couldn’t have been foreseen

This serious case review into the death of a 14-year-old boy from Carlisle has concluded that his murder couldn’t have been foreseen by authorities. Jordan Watson was murdered in 2015; three men are serving prison sentences. Recommendations for Cumbria Local Safeguarding Children Board by the SCR include assuring the quality and effectiveness of planning for children detained in secure centres, and raising awareness of the risks associated with substance misuse.
